Why now
A national standard for a skill nobody has been measuring properly.
AI is changing how work gets done faster than any workforce shift before it. Companies are adopting AI tools at record speed, universities are teaching AI skills into every course, and government is funding national AI literacy programs. But none of that answers the one question that actually matters: who can use AI well, and who can't?
Australia's National AI Plan makes AI skills a national priority, backed by government funding and training. But it tracks course completions and adoption rates, not verified fluency. Finishing a course proves you showed up. It doesn't prove you can do the work.
Every other signal in the market today is a proxy. A LinkedIn badge shows you clicked through a course. A resume line shows you claim to know a tool. Neither shows how someone actually thinks, decides, and works with AI when it counts.
